Utter (currently free and in Beta),many actions can be performed without a data connection.Plus,unlike Siri or S Voice in Samsung phones,Utter is always on and works in any app throughout the phone you don't need to tap a button or open an app to start the functionality.It sizes around 1.8MB only!!
But offline functionality limited to Jelly Bean.
